Specification for distributed edge ingestion nodes, schema validation, and idempotent event batching over TLS 1.3 and HTTP/3.

Endpoint Notice: Cluster us-lax-02 runs in active-active quorum. Unauthenticated pipeline requests return HTTP 401 or 404.
